BEIJING: Four of the world’s major developing countries on Saturday agreed on a substantive draft declaration listing their “non-negotiable” demands ahead of next month’s climate summit in Copenhagen.

The 10-page draft, which has been signed by China, India, Brazil and South Africa, is being conceived as a counter to the text that will be released by western countries next week as a possible basis for negotiations, when talks begin on December 7.

Officials in Beijing, who did not want to be named, said the idea was to ensure that the western draft, which Denmark would unveil on December 1, “does not get traction” to become the basis for the negotiations.

Beijing initiative

The idea of a counter draft representing the positions of developing nations came from Beijing. Chinese climate negotiators last week wrote up a first text, which underwent revisions on Saturday after India, Brazil and South Africa put forward their specific recommendations.

The draft will be released in Copenhagen by Xie Zhenhua, China’s special envoy for climate change, on December 1, the day Denmark unveils its text to a select group of countries, including India and China.

The four developing countries on Saturday also agreed to “co-ordinate” their negotiations positions as well as the timing of their possible exits from the negotiations, said Jairam Ramesh, Union Minister of State for Environment and Forests, and India’s representative at Saturday’s discussions.

Mr. Ramesh said the draft “fully met” India’s requirements and aspirations. Particularly, it underscored what were, for India and other developing nations, four “non-negotiables”: The countries would never accept legally binding emissions cuts, unsupported mitigation actions, international measurement, reporting and verification of unsupported mitigation actions, and the use of climate change as a trade barrier.

“We believe this draft represents a good starting point, and hope this will serve as the basis for negotiations,” said Mr. Ramesh.

“It is a minimum, compromise draft and not ideal. But it takes into account all our concerns, and is realistic as far as international requirements are concerned.”

He said he was only made aware on Friday, by Premier Wen Jiabao, that China had come up with a draft of a possible Copenhagen outcome.

“China has clearly taken a proactive leadership role,” he said.

The draft is anchored in the basic premises of the Kyoto Protocol and the Bali Action Plan, particularly emphasising the provision of finance and technology to support mitigation actions of developing nations.

The four countries, along with Sudan, which attended Saturday’s talks representing the G77 group of developing countries as its acting chair, agreed they would “co-ordinate” their exit from negotiations “if any of the non-negotiables are violated,” said Mr. Ramesh.

“But we are not going to Copenhagen to exit,” he noted.

The Indian media in its reports earlier speculated that India’s Foreign Minister Pranab Mukherjee who is due to visit Sri Lanka (SL) in connection with the former Foreign Minister of SL Late Lakshman Kadirgamar’s memorial oration will be meeting President Mahinda Rajapakse and inquiring about the current political situation in the country vis a vis General Sarath Fonseka’s resignation.
On Sunday morning (15) when Mukherjee met the President , whether he raised this issue is not known..According to some media reports , when Opposition leader Ranil Wickremesinghe toured India last week , General Fonseka’s issue has surfaced. The Opposition leader has been asked whether the UNF , the new Alliance can give a certificate that it will fulfil its pledges if and when the General becomes the President of SL. India is at the same time having apprehensions about an Army Govt. taking over in SL.

A website has stated that because General Fonseka is a friend of Pakistan, India is not well disposed towards the General . Yet, India’s National security advisor Narayanan once declared that General Sarath Fonseka is World ‘s best Army Commander. The Tamil Nadu politicians demonstrated their anger over this comment. While the war was on , India officially invited General Sarath Fonseka to India. The General met the high ranking Officers and Security Advisor Narayanan on his tour. After inspecting a guard of Honor at the Indian Defense Ministry Headquarters , he told the media , ‘ the relations between both countries are good at the political level , but need to be increased at military level’…. ‘ I am here to further strengthen the military ties’.

General Fonseka is no stranger to India . He has attended extensive courses at the Indian Army’s counter insurgency and jungle warfare School at Varingte in Mizoram and at the Commando School at Belgum in Karnataka State. It is evident therefore that General Sarath Fonseka had close cordial relations with India’s security Division not only during the war , but even before.

After the war was over ,General Fonseka told the media , that arms and weapons had to be procured from China and Pakistan because India declined to supply offensive weapons. Though his statement was on the face of it in favour of China and Pakistan , India welcomed it , because India which helped SL on the sly during the war had need to show to the Tamil Nadu and the SL Tamil population that India did not assist SL Govt. in the war. There was also another reason : as soon as General Fonseka became the Chief of Defense staff following his resignation as Army Commander , the first step he took was to cancel the orders for arms and weapons from China and Pakistan. This cancellation which involved many billions of rupees worth Arms engendered huge losses to China and Pakistan. India no doubt wallowed in this action.

It is therefore manifest that India confronted no problems owing to General Fonseka’s military leadership , and as an Army leader he has been careful not to antagonize India. In spite of it , it cannot be said, General Fonseka’s prospective political career does not pose any worry or complication to India. This may also be because India has not got acquainted with him as a politician. It is India’s notion that the primary requirement of a political leader elected in SL should be one who could maintain cordial terms and dealings with India when it comes to choosing the SL’s prospective political leaders. India has always sought to establish links with the present President Mahinda Rajapaksa , Opposition leader Ranil Wickremesinghe and other State leaders of SL, even before they became leaders. It is India’s requirement to secure a certificate that if a leader is to be elected in SL , that prospective leader even if he is not in favor of India , he should not be inimical to it. It is on this account India gets closer to those prospective leaders who are qualified to become leaders in SL..

However , as regards General Fonseka’s political profile , India has no clear picture . Moreover, it has not enough time to acquire it. Of course, India has acknowledged that if a snap Presidential election is held ,and if General Fonseka contests as the Opposition common candidate he could be the next President of SL defeating Mahinda Rajapakse. India has hardly any time to become acquainted and strike up a close relationship with the General and stoke it up. In the circumstances , what India is wishing, is to secure a certificate as regards General Fonseka’s likely political trajectory from Ranil Wickremesinghe, the leader of the Opposition Alliance in the event of General Fonseka becoming the common Presidential candidate through the Alliance.

Perhaps, the Opposition leader Ranil Wickremesinghe was invited to India after its assessment and perception that General Fonseka is going to be the common Presidential candidate of the Opposition Alliance. No matter what media reports may say , Ranil an India have made sure that they remain tight lipped about their discussions and outcome. No sooner Ranil Wickremesinghe returned to the Island , than General Fonseka tendered his resignation and confirmed his entry into politics. It can be inferred following these events that India has consented to General Fonseka’s prospective political career.

Irrespective of India’s likes and dislikes for him , if General Fonseka has an opportunity to become the President of SL , India cannot avert it. If ever India could have had a leverage over deciding who shall or shall not be the President of SL was when it could exert pressure on the SL Tamil voters. But , today India has lost control over the SL Tamil voters. This was clearly testified to , when the Tamil Nadu delegation of politicians sent by the Indian Congress Govt. came to SL - they were not welcomed by the Tamil people of Jaffna.

In the circumstances , if the Tamil population is to learn that that India resents General Fonseka , they are sure to exercise their franchise in his favour to make him the President forgetting the General’s war history. This is because . it is the view of the Tamil population that if a leader whom India is hostile to is elected , the ties and transactions India has with SL will be sidelined and India can be made to seek after them . The Tamil population’s desire is to turn India ‘s programs topsy –turvy and make it come after the Tamil population. .

The Tamil Nadu and Karnataka plants will run using beema bamboo and marjestica, a tree native to China and parts of Asia.
The demonstration power plant was shut down in 2007 due to operational cash flow problems and its failure to remain profitable at a low tariff rate.

Power Trading Corporation of India and the Indian subsidiary of Clenergen Corporation have agreed to set a higher tariff rate under a power purchase agreement to revive one of India’s national demonstration projects.

The new carbon neutral Namakkal power plant is expected to generate $1 million in revenues in its first year of operation. Carbon credits are already being assessed, according to Dr. Arvind Pandalai, non-executive group chairman of Clenergen India.

The company will also install two additional biomass power projects in Tuticorin, with a capacity of 16 MW, and Karnataka, which will produce 64 MW. The Tuticorin power plant is expected to begin commercial operation by the end of 2010.

The new plants will cost an estimated $236 million. The company has plans to raise $83 million from the Indian stock market to finance the projectsThe Tamil Nadu and Karnataka plants will run using beema bamboo and marjestica, a tree native to China and parts of Asia. Chennai: The Indian government is ready to release Rs.500 crore (Rs.5 billion) to Sri Lanka if needed for the rehabilitation of Tamils affected by the internal strife there, union Home Minister P. Chidambaram said here on Sunday.

`The Indian government has already announced financial assistance of Rs.500 crore for the rehabilitation of the Sri Lankan Tamil refugees. We are ready to sanction a similar amount if needed,` he told reporters.

Chidambaram met Tamil Nadu Chief Minister M. Karunanidhi at his residence Sunday and discussed the report submitted by MPs of the ruling alliance after their visit to Sri Lankan Tamil refugee camps.

According to Chidambaram, the union cabinet will discuss the suggestions made by the Karunanidhi government.

He said around 5,000 Tamils have been sent back to their original places of residence after the trip of the Indian MPs.

Reacting sharply to the neighbouring state's arguments, Kerala today said the protests by Tamil Nadu against conducting a survey of the proposed new dam in the Mullaperiyar area was "without reason".

A meeting held today, presided over by state Water Resources Minister N K Premachandran and attended by experts, opined that the survey was being conducted below 1,300 metres of the existing dam with the concurrence of the Union Environment Ministry.

The survey for the new dam had started on September 13 after the centre gave clearance to the project, a statement from the Water Resources Department said.

The meeting also discussed the Centre's report asking Kerala to discuss with Tamil Nadu government on construction of the new dam, Premachandran said after the meeting.

: India expressed disappointment over China's protest against Prime Minister Manmohan Singh's visit to Arunachal Pradesh, whose ownership is disputed by Beijing.
"We express our disappointment and concern over the statement made by the Chinese ministry of foreign affairs since this does not help the process of ongoing negotiations on the boundary question," external affairs ministry spokesman Vishnu Prakash said.
He said that the northeastern state of Arunachal Pradesh, which borders Tibet, was an "integral and inalienable part of India" and its people are "proud participants in the mainstream of India's vibrant democracy".
He said China was "well aware of this position" of the Indian government.
External Affiars Minister S.M. Krishna added: "I have said it in parliament that Arunachal Pradesh is an integral part of India. We rest it at that."
Their comments followed a Chinese foreign ministry statement that Beijing "is strongly dissatisfied with the visit to the disputed region by the Indian leader disregarding China's serious concerns...
"We demand the Indian side address China's serious concerns and not trigger disturbance in the disputed region so as to facilitate the healthy development of China-India relations," spokesman Ma Zhaoxu said in Beijing.
Ma said China and India had never officially settled the demarcation of their border, and China's stance on the eastern section of the China-India border was consistent and clear-cut.
Also Tuesday, China's ambassador to India, Zhang Yan, called on the Indian foreign ministry to convey his government's stand on the prime minister's visit to Arunachal Pradesh.
The Chinese statement, however, made no reference by name to Manmohan Singh, who visited Arunachal Pradesh Oct 3 to campaign for the Congress in assembly elections that took place in the state Tuesday.
The Indian foreign ministry statement Tuesday pointed out that both New Delhi and Beijing had jointly agreed to discuss the "boundary question" at the level of their Special Representatives.
The Indian spokesman said that it was a "well established practice in our democratic system that our leaders visit states where elections to parliament and to state assemblies are taking place."
"The government of India is deeply committed to ensuring the welfare of its own citizens across the length and breadth of our country," he added.
At the same time, Prakash said that India was "committed to resolving outstanding differences with China in a fair, reasonable and mutually acceptable manner, while ensuring that such differences are not allowed to affect the positive development of bilateral relations".
"We hope that the Chinese side will similarly abide by this understanding."
Indian strategic affairs expert Brahma Chellaney said China's statement was unusually strong because it had used expressions such as "we demand" and "disturbances" -- normally avoided in diplomatic exchanges.
"This comes at a time when New Delhi has been trying to downplay media concern here about incursions by Chinese troops across the disputed boundary," he told a TV channel.

தமிழகத்தில் குடியிருக்கும் இலங்கை அகதிகளுக்கு நிரந்தர குடியுரிமை தர நடவடிக்கை எடுப்பதாக சோனியா காந்தி உறுதியளித்துள்ளார். கடந்த மாதம் 22ம் தேதி, திமுக, காங்கிரஸ், விடுதலைச் சிறுத்தைகள் எம்பிக்கள், பிரதமர் மன்மோகன் சிங், ஐக்கிய முற்போக்கு கூட்டணி தலைவர் சோனியா காந்தி ஆகியோரை டெல்லியில் சந்தித்து மனு அளித்தனர்.

அதில், ‘இலங்கையில் 3 லட்சம் தமிழர்கள், முள்கம்பி வேலி அமைக்கப்பட்ட முகாம்களுக்குள் அடைக்கப்பட்டுள்ளனர். அவர்களை மீண்டும் சொந்த இருப்பிடங்களுக்கு அனுப்பி வைக்க இலங்கை அரசு நடவடிக்கை எடுக்க, இந்திய அரசு நிர்ப்பந்திக்க வேண்டும்.

தமிழக மீனவர்களை சுட்டுக் கொல்லும் இலங்கை கடற்படையினரின் நடவடிக்கைகளுக்கு முடிவு கட்ட வேண்டும்’ என்று கூறியிருந்தனர்.

அப்போது பிரதமர், இலங்கை தமிழர்களுக்கு மறுவாழ்வு கிடைக்க நடவடிக்கை எடுத்து வருவதாகவும், இலங்கைக்கு குழு அனுப்புவது குறித்து பூர்வாங்க பேச்சு நடைபெறுவதாகவும், தமிழக மீனவர்கள் தாக்கப்படுவதை தடுக்க இலங்கை அரசுக்கு எச்சரிக்கை அனுப்பப்பட்டுள்ளதாகவும் எம்பிக்கள் குழுவிடம் கூறினார். முதல்வரின் கோரிக்கைகள் குறித்து விரைந்து நடவடிக்கை எடுப்பதாக சோனியாவும் உறுதியளித்தார்.

Sri Lanka has appreciated India’s swift action to strengthen security around its mission in New Delhi, which was stormed by a Tamil outfit’s activists who pelted stones at the building and ransacked its premises.

Its appreciation was conveyed by Foreign Minister Rohitha Bogollagama to his Indian counterpart S M Krishna, who telephoned him after the incident at the Sri Lankan High Commission.

Mr. Krishna assured Mr. Bogollagama that steps had been taken to strengthen security at Colombo’s High Commission and that action will be taken against those responsible for Friday’s incident, it said.

“The Foreign Minister thanked Indian External Affairs Minister S M Krishna for the telephone call and stated that he appreciated the gesture” and steps taken by India, a Sri Lankan Foreign Ministry statement said on Saturday.

Around 40 activists of ‘Puthiya Tamizhagam’ based in Tamil Nadu entered the High Commission premises on Friday afternoon, protesting against firing by Sri Lankan navy on Indian fishermen. They ran into the premises shouting slogans and pelted stones at the building in which some window panes were broken.

After the incident, the Indian government said the law enforcement agencies have swung into action and security around the High Commission premises has been strengthened.

தமிழ் நாடு முதலமைச்சர் கருணாநிதி பிரதமருக்கு எழுதிய கடிதத்தையும் தமிழ் நாட்டில் தங்கியுள்ள இலங்கை அகதிகளுக்கு இந்திய பிரஜாவுரிமையை வழங்குமாறு வலியுறுத்தி திராவிட முன்னேற்றக் கழகத்தின் முப்பெரும் விழாவில் நிறைவேற்றப்பட்ட தீர்மானத்தின் பிரதியையும் கையளிப்பதற்காக திராவிட முன்னேற்ற கழக பாராளுமன்ற உறுப்பினர் டி.ஆர்.பாலு பிரதமரை நேற்று சந்தித்த போதே மேற்கண்டவாறு குறிப்பிட்டுள்ளார். டி.ஆர்.பாலு பிரதமரிடம் கடிதத்தை கையளித்த போது, இலங்கையிலுள்ள தமிழ் மக்களுக்கு புனர்வாழ்வளிப்பதற்கான நடவடிக்கைகள் எடுக்கப்பட்டு வருவதாக பிரதமர் தெரிவித்துள்ளõர் என்று தி.மு.க. வெளியிட்ட அறிக்கை ஒன்றில் தெரிவிக்கப்பட்டுள்ளது. இலங்கைக்கு குழுவொன்றை அனுப்புவதற்கான ஆரம்பக்கட்ட பேச்சுவார்த்தைகள் நடைபெற்று வருகின்றன என்றும், பிரதமர் மன்மோஹன் சிங், பாலுவிடம் கூறியுள்ளார்.

இலங்கை முன்னாள் அதிபர் சந்திரிகா குமாரதுங்கா, தனிப்பட்ட முறையிலான பயணமாக, கேரளா சென்றிருந்தார். தனது பயணத்தை முடித்து விட்டு, இலங்கை திரும்புவதற்காக நேற்று சென்னை விமான நிலையம் வந்தார்.

டெல்லியில் நடைபெற்று வரும் காவல் துறை தலைவர்களின் மூன்று நாள் மாநாட்டின் இரண்டாவது நாளான இன்று, பிரதமர் மன்மோகன் சிங் கலந்து கொண்டு பேசினார்.

மாவோயிஸ்டுகள் பிரச்னையை வெறும் சட்டம் ஒழுங்கு பிரச்னையாக கையாள முடியாது என்று கூறிய மன்மோகன்,அந்த அமைப்பினர் பல பகுதிகளிலுள்ள பழங்குடியினர் மற்றும் ஏழைகளின் ஆதரவை பெற்றுள்ளதாகவும், இவர்கள் சமூகத்த்தின் ஒரு அங்கமாகவும், இளைஞர்களாகவும் உள்ளதாகவும் தெரிவித்தார்.

மத்திய, மாநில அரசுகளின் உறவுகள் மேம்பட மாநில சுயாட்சிக் கொள்கையை நடைமுறைப்படுத்த வேண்டும் என்று வலியுறுத்திய முதல்வர் கருணாநிதி, நாங்கள் இந்தி மொழிக்கு எதிரானவர்கள் அல்ல; அனைத்து மொழிகளையும் சமமாக மதிக்கிறோம் என்றும் தெரிவித்தார்.

நாங்கள் எந்த மொழிக்கும் விரோதிகள் அல்ல; எல்லா மொழிக்கும் நண்பர்கள். எல்லா மொழியையும் நாங்கள் விரும்புகிறோம். ஆனால், எங்கள் மொழிக்கு உரிய இடம் மத்திய அரசில் இருக்க வேண்டும்.
நாங்கள் இந்தி மொழிக்கு எதிரானவர்கள் அல்ல; இந்தி மொழிக்கு எதிரான போராட்டங்களின் போது கூட, இந்தி ஒழிக என்று சொல்லவில்லை. கட்டாய இந்தி ஒழிக என்று தான் சொன்னோம். சமத்துவம், சமதர்மம், சகோதரத்துவம் போற்றிட இந்த அண்ணா பிறந்தநாளில் சூளுரைப்போம். இவ்வாறு அவர் பேசினார்.

  - அறிஞர் அண்ணாவின் 101ஆவது பிறந்த நாள் இன்று கொண்டாடப்படுகிறது. இதையொட்டி அண்ணா நூற்றாண்டு நிறைவு விழா தமிழகம் முழுவதும் கோலாகலமாகக் கொண்டாடப்பட்டு வருகிறது.
தமிழகம் முழுவதும் உள்ள அண்ணா சிலைகள் மலர்களால் அலங்கரிக்கப்பட்டுள்ளன. தமிழகத்தின் பல பகுதிகளிலும் அண்ணாவின் படங்கள் வைக்கப்பட்டு அஞ்சலி செலுத்தப்பட்டு வருகிறது.
சென்னை வள்ளுவர் கோட்டம் முன் உள்ள அண்ணா சிலைக்கு முதல்வர் கருணாநிதி இன்று காலை, மாலை அணிவித்து மரியாதை செலுத்தினார்.
சிலை அருகே நடந்து சென்றகருணாநிதிஅங்கு அலங்கரித்து வைக்கப்பட்டிருந்த அண்ணா படத்துக்கு மலர் தூவினார். வள்ளுவர் கோட்ட பூங்காவில் கருணாநிதி மரக் கன்றும் நட்டார்.

"பேரறிஞர் அண்ணாவின் லட்சியங்களையும், கொள்கைகளையும் உணர்ந்து கடைப்பிடித்து தமிழ்நாட்டு மக்கள் எல்லா உரிமைகளோடு வாழ்வதற்கும், அண்ணா அவர்கள் நாடாளுமன்றத்திலும், மக்கள் மன்றத்திலும் தொடர்ந்து எடுத்துரைத்த மாநில சுயாட்சிக் கொள்கை வலுப்பெறுவதற்கும் குரல் கொடுப்போம்" என்றார்.
